وإضافة إلى ذلك، يوصي قرار مجلس وزراء أوكرانيا رقم 244، المؤرخ 14 آذار/ مارس 2001، بأن تتضمن اتفاقات التجارة الخارجية معلومات عن الالتزامات التي تعهدت بها الهيئات الاقتصادية الأجنبية بإصدار شهادات المستخدم النهائي أو شهادة تصدير أو أية وثيقة أخرى تتضمن ضمانات من الهيئة المأذون لها بذلك في الدولة الموجهة إليها السلع، بشأن الاستخدام النهائي لهذه السلع، وأيضا شهادة تؤكد استلام هذه السلع أو وثيقة أخرى صادرة عن الهيئة المأذون لها بذلك في الدولة الموجهة إليها السلع تؤكد توريد السلع أو كل شحنة منها إلى أراضي تلك الدولة.

In addition, Cabinet of Ministers of Ukraine decision No. 244 of 14 March 2001 recommends that foreign trade agreements should include information on the commitments made by the foreign economic entity to issue an end-user certificate, an import certificate or other document containing guarantees by the State body authorized for that purpose of the State of destination of the goods concerning their end use, and also a certificate confirming the delivery of the goods or another document drawn up by the authorized State body of the State of destination of the goods confirming the import of the goods or of each consignment of the goods to the territory of that State.

Además, en la decisión No. 244 del Gabinete de Ministros de Ucrania de 14 de marzo de 2001 se recomienda que en los acuerdos de comercio exterior figure información sobre el compromiso contraído por la entidad económica extranjera de expedir un certificado de usuario final, un certificado de importación u otro documento que contenga garantías del órgano estatal competente del Estado de destino de los bienes respecto de su uso final, y también un certificado en que se confirme la entrega de los bienes u otro documento redactado por el órgano estatal competente del Estado de destino de los bienes en que se confirme la importación de los bienes o de cada consignación de los bienes al territorio de ese Estado.

En outre, dans sa décision No 244 du 14 mars 2001, le Conseil des ministres recommande que les accords conclus en matière de commerce international comportent des informations relatives à l’engagement de l’entité économique étrangère à fournir un certificat d’utilisateur final, un certificat d’importation ou tout autre document dans lequel l’autorité compétente de l’État de destination des marchandises garantit leur utilisation finale, et aussi un certificat confirmant la livraison des marchandises ou tout autre document établi par l’autorité compétente du pays de destination et confirmant l’importation des marchandises dans le territoire de cet État.

Кроме того, согласно Постановлению Кабинета Министров Украины от 14.03.01 No 244, во внешнеэкономические договоры рекомендуется вносить сведения об обязательствах иностранного субъекта хозяйственной деятельности о том, что он выдаст сертификат конечного пользователя, импортный сертификат или другой документ, который содержит гарантии уполномоченного на это государственного органа государства назначения товаров об их конечном использовании, а также сертификат-подтверждение доставки товаров или другой документ, оформленный уполномоченным государственным органом государства назначения товаров, которым подтверждается ввоз товара или каждой партии товара на территорию этого государства.
