Gleichzeitig ist allerdings festzustellen, dass die Konflikte, die entweder — wie z. B. der Konflikt mit der MILF und die Gewalt in Sulz und Basilan — stark lokalisiert oder — wie die Aktivitäten der maoistischen New People’s Army — eher sporadischer Natur und von geringer Intensität sind, die Durchführung von Programmen im Rahmen des Länderstrategiepapiers (LSP) der EU bisher nicht wesentlich behindert haben.
