It is permissible for the ruler to protect the grass of disused lands for the camels given in charity, the horses of the mujaahideen, the cattle given as jizyah (tax paid by non-Muslim subjects of the Islamic state) and lost animals, if there is a need for that and if that will not cause hardship to the Muslims.
