Basler reforma C-47 y DC-3 en Oshkosh, Wisconsin, equipándolos con motores turbohélice Pratt & Whitney Canada PT6A-67R, alargando el fuselaje 100 cm mediante una sección de fuselaje instalada por delante del ala, y reforzando la estructura en áreas seleccionadas. El alargamiento del fuselaje es indispensable pues los motores P&W son más livianos, por lo que desplazan el centro de gravedad del avión.
