Determining the methods for use by the amalgamated constituent parts and components of the monitoring system is the responsibility of the Ministry of the Environment and Natural Resources, with backing from system entities and other institutions and organizations, and is gone about on the basis of a single set of methods for measuring environmental parameters and defining environmental indicators and sources of human influence on them, the introduction of unified methods for analysing and forecasting environmental properties, the computerization of operating processes and data communication, standard rules governing the creation and maintenance of distributed data/knowledge banks and bases, the production of environmental maps, and standard technologies that draw on geographical data systems.

L’unification des éléments du Système incombe au Ministère de l’environnement et des ressources naturelles agissant en collaboration avec les organes dudit Système et d’autres établissements et organisations. Elle repose sur un ensemble unique de méthodes de mesure des paramètres et indicateurs relatifs à l’état de l’environnement et de détermination des sources d’effets anthropiques, sur l’introduction de méthodes uniformes d’analyse et de prévision des propriétés de l’environnement, sur l’informatisation des procédures et de la communication des données, sur l’application de règles communes de création et de gestion des bases et banques distribuées de données et de connaissances, sur une cartographie de l’environnement, et sur l’utilisation de techniques normalisées faisant intervenir des systèmes d’information géographique.

Методологическое обеспечение объединения составных частей и компонентов системы мониторинга возлагается на Минэкоресурсов с привлечением субъектов этой системы и других учреждений и организаций и осуществляется на основе единой научно-методической базы относительно измерения параметров и определения показателей состояния окружающей среды и источников антропогенного влияния на них, внедрение унифицированных методов анализа и прогнозирования свойств окружающей среды, компьютеризации процессов деятельности и информационной коммуникации, общих правил создания и ведение распределенных баз и банков данных и знаний, картографирование экологической информации, стандартных технологий с использованием географических информационных систем.
