Production volume and price of paddy in 2010 is expected to increase, partly due to the implementation of farmers' income guarantee scheme during the end of 2009 to 2010 together with the decrease of paddy supply in global market due to unfavorable weather condition in the Philippines, India and Vietnam in 2009. However, there is a negative factor there exist downward pressure on the price of rice, that is, the pilot project of zero-tariff rate on imported rice under AFTA, which will be effective in January 1, 2010. The tariff reduction will raise the volume of imported rice and dampen domestic price.

(1.1) ผลผลิตข้าวเปลือก คาดว่าในปี 2553 ผลผลิตและราคามีแนวโน้มสูงขึ้น ส่วนหนึ่งเป็นผลมาจากการดํา เนินมาตรการประ กันรายได้ เกษตรกรใน ช่วงปลายปี 2552 ต่อเนื่องถึงปี 2553 ประกอบกับอุปทานข้าวในตลาดโลกลดลง โดยเฉพาะผลผลิตข้าวของประเทศต่าง ๆ เช่น ฟิลิปปินส์ อินเดีย และเวียดนามที่ได้รับความเสียหายจากภัยธรรมชาติทั้งภาวะภัยแล้งและน้ําท่วมในปี 2552 อย่างไรก็ตาม การที่ประเทศไทยได้นําร่องลดภาษีนําเข้าข้าวเหลือร้อยละ 0 ภายใต้กรอบข้อตกลงการค้าเสรีอาเซียนที่มีผลบังคับใช้ในวันที่ 1 มกราคม 2553 อาจทําให้มีการนําเข้าข้าวจํานวนมากทําให้ราคาข้าวในประเทศตกต่ํา หรือผู้ส่งออกอาจจะนําเข้าข้าวที่ราคาต่ํากว่าและคุณภาพด้อยกว่ามาผสมกับข้าวไทยแล้วทําการส่งออกไปยังตลาดต่างประเทศ ดังนั้น หากประเทศไทยไม่มีมาตรการรับมือกับปัญหาต่างๆ จะทําให้
