জাতিসংঘের সাধারণ অধিবেশনে সন্ত্রাসবাদ বিষয়ক গৃহীত সিদ্ধান্তে (৪২/১৫৯, ৭ ডিসেম্বর ১৯৮৭) যা আন্তর্জাতিক সন্ত্রাসবাদকে অবৈধ ঘোষণা করে এবং অপরাধটিকে প্রতিরোধ করতে প্রদত্ত শর্ত অনুযায়ী এর ক্ষতির পরিমাপ নির্ধারণ করে: "যে, জাতিসংঘ নীতিমালা অনুসারে বর্তমান গৃহীত সিদ্ধান্তের কোন কিছুই কোনভাবেই জোরপূর্বক অধিকারবঞ্চিত মানুষের আত্মসম্মান, স্বাধীনতা ও স্বনির্ভরতার অধিকারকে খর্ব করতে পারবে না , বিশেষত সেসব মানুষ যারা উপনিবেশবাদী ও বৈষম্যবাদী সরকারব্যাবস্থা ও বৈদেশিক দখলদারি বা অন্যান্যভাবে উপনিবেশবাদী শাসনব্যবস্থার অধীন, নতুবা এসব মানুষের আমরণ সংগ্রামের অধিকার ও জাতিসংঘের নীতিমালা ও আন্তর্জাতিক আইনের নীতিমালা অনুযায়ী সমর্থন চাওয়া ও পাওয়ার অধিকার।

In the UN General Assembly Resolution on terrorism (42/159, 7 December 1987). which condemns international terrorism and outlines measures to combat the crime, with one proviso: "that nothing in the present resolution could in any way prejudice the right to self-determination, freedom and independence, as derived from the Charter of the United Nations, of peoples forcibly deprived of that right , particularly peoples under colonial and racist regimes and foreign occupation or other forms of colonial domination, nor...the right of these peoples to struggle to this end and to seek and receive support ."
