The operated amendments have harshened significantly criminal sanctions for torture and have regulated expressly the exclusive competence of the prosecutor to prosecute the torture cases, IDT, alleged cases or other crimes attributed to policemen, and to special investigating bodies.

En las enmiendas aplicadas se han endurecido considerablemente las sanciones penales por tortura y se ha previsto expresamente la competencia exclusiva del fiscal para llevar a juicio los casos de tortura y otros tratos inhumanos o degradantes, los presuntos casos de tortura u otros delitos atribuidos a policías y a los órganos especiales de investigación.

Внесенные поправки существенно ужесточили уголовные санкции за применение пыток и в явном виде регламентируют исключительную компетенцию прокурора по уголовному преследованию за применение пыток, в предполагаемых случаях БУО или в отношении других преступлений, приписываемых полицейским, а также специальным следственным органам.
