Ausgehend von dieser – bis heute für gültig gehaltenen – Problembeschreibung wird in dem Beitrag auf der lokalen Ebene der Fragestellung nachgegangen, ob und auf welche Weise es im Verlauf der Transformation gelungen ist, anstelle der zentralistisch-hierarchisch strukturierten und politisch-ideologisch relativ homogenen Machtelite plurale, teilautonome Funktionseliten mit einer größeren Bandbreite politischer und weltanschaulicher Orientierungen zu etablieren.

Starting from this description of the problem—which is still today treated as valid—the article will look closely at the local level and tackle the questions of whether and to what extent the establishment of a plural, partially autonomous functional elite with a wider spectrum of political and cultural orientation in place of the centralist-hierarchically structured and (in a political-ideological sense) relatively homogenous power elite has been successful during the process of transformation.

Partant de cette description du problème aujourd’hui encore considérée comme valide, cet article étudie au niveau local la question de savoir si et de quelle manière la transition démocratique est parvenue à établir des élites spécialisées plurielles et partiellement autonomes présentant une plus grande variété d’orientations politiques et idéologiques en lieu et place de l’ancienne élite au pouvoir organisée de manière hierarchique-centralisatrice et relativement homogène politiquement et idélogiquement.
