فليست هناك حاليا الوسائل اللازمة لكفالة أمن الشهود وحمايتهم، فضلا عن أن القيام بمثل تلك التحقيقات سيؤدي إلى تقويض السلام الهش الذي تسعى الحكومة والمجتمع الدولي إلى دعمه وتوطيده.

There are currently no means of ensuring the security and protection of witnesses, and furthermore such investigations would seriously disrupt the fragile peace that the Government and international community are striving to foster and reinforce.
