L'état d'esprit des paysans convertis en propriétaires par la révolution fut, dans une certaine mesure, responsable de cet effondrement de la production, auquel contribua aussi la guerre civile; mais la cause principale résidait dans la mentalité bourgeoise des couches sociales moyennes, dont les fonctions étaient indispensables à l'activité productrice: petite bourgeoisie, techniciens, bureaucrates installés dans les syndicats, les organismes administratifs de tout ordre, les soviets et jusque dans le parti bolchevik.
