มาตรการสนับสนุนการเดินทางด้วยระบบขนส่งมวลชน (mass transit) และขนส่งสินค้าด้วยระบบ Logistics ที่มีประสิทธิภาพพลังงานสูง แผนงานการสนับสนุนการพัฒนาโครงสร้างพื้นฐานที่เอื้อต่อการเดินทางและขนส่งสินค้าด้วยระบบขนส่งที่มีประสิทธิภาพพลังงานสูง วัตถุประสงค์ เพื่อสนับสนุนให้มีการพัฒนาระบบโครงสร้างพื้นฐานที่เอื้อต่อการเดินทางและขนส่งสินค้าด้วยระบบขนส่งที่มีประสิทธิภาพพลังงานสูง เช่น การ ก่อสร้างระบบรถโดยสารด่วนพิเศษ (Bus Rapid Transit, BRT) ระบบรถไฟรางคู่ เป็นต้น
