وينبغي في الوقت نفسه أن يستمر العمل على صوغ لوائح تنظيمية متفق عليها بشأن النظامين القانونيين الخاصين بالفضاء الجوي والفضاء الخارجي وإدماج تلك اللوائح في التشريعات الوطنية، وعلى تعيين حدود الفضاء الجوي والفضاء الخارجي، وعلى تصنيف مختلف أنواع المركبات الجوية ووضع قواعد إجرائية لتشغيلها.
