On the contrary, the European Union must become more sensitive, in cooperation with the regions of the world where our help is needed, especially to the need for food aid to ward off starvation but also to the need to help the countries in those regions to improve their administrative systems and infrastructure, thereby guaranteeing that those countries can develop by their own efforts in a manner which reflects credit on the quality and diligence of European cooperation with the rest of the world.

No sólo debemos reaccionar cuando se producen grandes catástrofes en el mundo sino que la Unión Europea tiene que ser más sensible que hasta ahora en la cooperación con las regiones del planeta que necesitan de nuestra ayuda, en concreto en lo referente a la ayuda alimentaria para garantizar la supervivencia y a las ayudas para mejorar las estructuras en esos países para que en el futuro puedan ellos mismos impulsarlas y que la cooperación entre Europa y todo el mundo sea seria y positiva.

Nous ne devons pas attendre que cela nous explose à la figure pour réagir ; au contraire, en collaboration avec les régions du monde qui ont besoin de notre aide, cette Union européenne doit être plus sensible qu'elle ne l'a été jusqu'à présent, sur le plan de l'aide alimentaire, pour assurer la survie, mais aussi sur le plan des aides structurelles, afin que ces pays améliorent leurs structures et puissent désormais se reconstruire de façon autonome, ce qui rendra la coopération de l'Europe avec le reste du monde sérieuse et bien menée.

L'Unione europea deve invece essere più sensibile nella cooperazione con le regioni di questo mondo che necessitano del nostro aiuto di quanto non sia stata finora, in particolare per quanto riguarda gli aiuti alimentari, affinché sia garantita la sopravvivenza, ma anche per quanto riguarda altri aiuti, affinché vengano migliorate le strutture in questi paesi e in futuro essi stessi possano garantire validamente una ricostruzione che renda seria e proficua la cooperazione fra l'Europa e il mondo intero.

De Europese Unie moet bij de samenwerking met de regio' s in de wereld die behoefte hebben aan onze hulp veel omzichtiger te werk gaan dan tot dusver het geval was. Dit betreft zowel het verlenen van voedselhulp, die het overleven waarborgt, als steun waarmee de structuren in deze landen worden verbeterd en deze zich op eigen kracht kunnen ontwikkelen zodat een goede en serieuze samenwerking tussen Europa en de gehele wereld tot stand kan komen.
