On December 2nd, the Tass Agency announced that "M. Kuusinen, President of the Popular Government and Minister for Foreign Affairs of Finland, has addressed an official declaration to the Presidium of the Supreme Soviet of the U.S.S.R. concerning the formation of the Popular Government of Finland and has proposed to establish diplomatic relations between the Democratic Republic of Finland and the Soviet Union.
