(২) উপ-ধারা (১) এ যা কিছুই থাকুক না কেন, এই আইন কার্যকর হবার অনধিক নব্বই দিনের মধ্যে নির্বাচন ও, ক্ষেত্রমত, মনোনয়ন সম্পন্ন করে কাউন্সিল গঠন করতে হবে।

Notwithstanding anything contained in sub-section (1), the Council shall be constituted within a period not exceeding 90 (ninety) days after this Act has come into force by completing the election or the nomination, as the case may be.
