أما الإطار القانوني المعقد وغير المتناسق الموروث من الإدارات المتتابعة خلال القرن العشرين فلن يمكن التخلي عنه كلياً إلا بعد صياغة و/أو سن جميع القوانين واللوائح قيد النظر التي تؤثر على الاقتصاد.
