وأشار إلى أن أنشطة التطهير في نهر سان خوان قد تمت في أراضي نيكاراغوا، واعتبر أن ثمة ’’انتهاكات متكررة من جانب القوات المسلحة الكوستاريكية لأراضي نيكاراغوا‘‘ وطالب بعدم تكرار مثل هذه ’’الأعمال‘‘.
