Those include the raising attainment and individual standards in education in Wales programme, and the looked-after children initiative as a part of that, which requires local authorities to keep in touch to a greater degree; our basic skills strategy; the childcare strategy; the not in education, employment or training strategy, which will do a great deal in terms of the early identification of disengagement to address the issue of looked-after children; the new duty on local authorities in the Children and Young Persons Bill that will involve the provision of a personal adviser; and the Welsh Assembly Government's developing strategy on vulnerable children, which addresses inequality of educational opportunity.
