وقد جاءت التشريعات التي اعتمدت بالفعل والمتعلقة بحرية الدين والتنظيمات الدينية ، وبإعادة تأهيل ضحايا القمع السياسي، وبتقديم الرعاية النفسية وضمانات حقوق المواطنين في إطار هذه الرعاية ، وبهجرة السكان وغيرها، متفقة إلى حد بعيد مع المعايير الدولية لحقوق الإنسان. وقد مثل ذلك مرحلة هامة في إقامة نظام وطني لحماية حقوق الإنسان
