وإذ أعرب مؤتمر ريو+20 عن بالغ القلق إزاء العواقب المدمرة لحالات الجفاف والمجاعة الدورية في أفريقيا، وبخاصة في القرن الأفريقي ومنطقة الساحل، فقد دعا إلى التحرك بصورة عاجلة باتخاذ تدابير في الآماد القصيرة والمتوسطة والطويلة على جميع المستويات، وأشار مجدداً إلى ضرورة التعاون عن طريق تبادل المعلومات على الأصعدة العالمية والإقليمية ودون الإقليمية فيما يتصل بالمناخ والطقس ونظم التنبؤ والإنذار المبكر المتعلقة بالتصحر وتدهور الأراضي والجفاف وبالعواصف الترابية والرملية.

Expressing deep concern regarding the devastating consequences of cyclical drought and famine in Africa, in particular in the Horn of Africa and the Sahel region, the Rio+20 Conference called for urgent action through short, medium and long-term measures at all levels, and reiterated the need for cooperation through the sharing of information at the global, regional and subregional levels regarding climate and weather as well as regarding forecasting and early-warning systems relating to DLDD and to dust storms and sandstorms.

En la Conferencia Río+20 se expresó una profunda preocupación por las consecuencias devastadoras de la sequía y la hambruna cíclicas en África, en particular en el Cuerno de África y la región del Sahel, se pidió que se tomaran medidas urgentes a corto, mediano y largo plazo en todos los niveles y se reiteró la necesidad de cooperar mediante el intercambio de información climática y meteorológica y los sistemas de pronóstico y alerta temprana relacionados con la DDTS, así como sobre las tormentas de polvo y arena, a nivel mundial, regional y subregional.

La Conférence Rio+20, constatant avec inquiétude les conséquences dévastatrices des sécheresses et famines cycliques en Afrique, notamment dans la corne de l’Afrique et dans la région du Sahel, a appelé à une action urgente sous forme de mesures à court, à moyen et à long terme à tous les niveaux et a rappelé la nécessité de coopérer, notamment d’échanger des informations sur le climat, la météorologie et les systèmes de prévision et d’alerte rapide concernant la désertification, la dégradation des terres et la sécheresse ainsi que les tempêtes de poussière et de sable aux niveaux mondial, régional et sous-régional.

Выразив глубокую обеспокоенность по поводу разрушительных последствий циклической засухи и голода в Африке, в частности в районе Африканского Рога и Сахеля, Конференция "Рио+20" призвала незамедлительно принять кратко-, средне- и долгосрочные меры на всех уровнях и вновь заявила о необходимости наладить на глобальном, региональном и субрегиональном уровнях сотрудничество путем обмена информацией о климате и погоде и результатами прогнозирования и данными систем раннего предупреждения, касающимися ОДЗЗ, а также песчаных и пылевых бурь.
