(1) توجد نسخة وحيدة ذات حجّية من السجل أو السجلات، وتكون هذه النسخة متفرّدة، ويمكن التعرّف عليها، وغير قابلة للتعديل، باستثناء ما يُخالف ذلك في الأحكام المنصوص عليها في الفقرات (4) و(5) و(6)؛
