وفقا لبعض القرارات، تشكّل قاعدة حجة الإغلاق (estoppel) أيضا احد المبادئ العامة التي تقوم عليها الاتفاقية؛ لا بل تعكس على وجه الخصوص مبدأ حسن النية .
