The Chancellor and the Prime Minister have made it absolutely clear that the appalling lapse announced last week related to a failure to comply with proper procedure—it had nothing to do with the reorganisation of HMRC. The reorganisation was about efficiency savings, as part of a Government-wide efficiency-saving programme that has seen cost savings in my Department for Work and Pensions, to release more money for health, education and other front-line services, and the Welsh Assembly settlement has benefited from that this time.
