In paragraph 26 of its initial report to the Committee, the United States explained that it had stated, at the final session of negotiations of the Optional Protocol, that it understood the term “improperly inducing consent” to mean knowingly and willfully inducing consent by offering or giving compensation to secure the relinquishment of parental rights.
