In July 1998 the State Administration of Radio, Film and Television issued a circular concerning the “dissemination in broadcast and television programmes of information conducive to protecting the physical and mental health of young persons”, which set out restrictions on the violence, sexual content, coarse language and other materials injurious to healthy growth in such programming.
