والأمر الذي لم يعالج بصورة كافية هو بذل الجهود اللازمة لتغيير العوامل السلوكية والثقافية التي يقوم على أساسها التمييز ضد الفتيات والنساء، والتي في سياقها تبذل المحاولات لتعزيز النظام التعليمي.
