It was proposed that the definition of `diffuse sources' should cover releases that were not covered by point source reporting requirements, i.e. agriculture, transport (traditional diffuse sources), releases from facilities which were not subject to reporting requirements and an estimation of releases below the reporting thresholds from facilities which were subject to reporting requirements
