That discretionary authority was delegated to the Office of the Under-Secretary-General for Management, and provided for consideration of a medical condition necessitating a certain level of comfort not available to the traveller under the regular entitlement; the normal standard of accommodation being unavailable; the trip involving an arduous journey; the traveller being considered an eminent person, such as a head of State or Government; or the traveller being considered a prominent international figure and being in a position of donating services free of charge to the Organization.

Esa autoridad discrecional se delega en la Oficina del Secretario General Adjunto de Gestión; está previsto que se tome en consideración el estado de salud del viajero que pueda exigir un nivel de comodidad que no se consigue en la clase a la que tiene derecho normalmente; los casos en que no haya lugar en la clase a la que tiene derecho normalmente el viajero; cuando se trate de un viaje arduo; si el viajero es considerado una persona eminente, por ejemplo, un Jefe de Estado o de Gobierno; y cuando el viajero sea considerado una figura internacional destacada que pueda brindar sus servicios gratuitamente a la Organización.

Ce pouvoir discrétionnaire est délégué au Bureau du Secrétaire général adjoint à la gestion et prévoit l’examen des cas où : les raisons médicales exigent que l’intéressé voyage dans des conditions de confort dont il ne peut disposer dans la classe de voyage à laquelle il a normalement droit; la classe dans laquelle le voyage aurait dû normalement s’effectuer n’est pas disponible; le voyage est considéré comme pénible; l’intéressé est une personne éminente, par exemple un chef d’État ou de gouvernement; ou l’intéressé est considéré être une haute personnalité internationale à même d’offrir ses services à titre gracieux à l’Organisation.

Эти дискреционные полномочия делегируются канцелярии заместителя Генерального секретаря по вопросам управления. При осуществлении таких полномочий принимаются во внимание следующие обстоятельства: медицинские показания, которые могут требовать предоставления определенного уровня удобства, не обеспечиваемого в том классе проезда, на который обычно имеет право данный пассажир; отсутствие свободных мест в установленном классе проезда; поездка сопряжена с утомительным перелетом; пассажир считается видным деятелем, например глава государства или правительства; или пассажир считается известной на международном уровне личностью и безвозмездно оказывает услуги Организации.
