21.1. In accordance with Article 123 of the Treaty on the Functioning of the European Union, overdrafts or any other type of credit facility with the ECB or with the national central banks in favour of Union institutions, bodies, offices or agencies, central governments, regional, local or other public authorities, other bodies governed by public law, or public undertakings of Member States shall be prohibited, as shall the purchase directly from them by the ECB or national central banks of debt instruments.

21.1 În conformitate cu articolul 123 din Tratatul privind funcționarea Uniunii Europene, se interzice BCE şi băncilor centrale naţionale să acorde credite pe descoperit de cont sau orice alt tip de facilitate de credit instituţiilor, organelor, oficiilor şi agenţiilor Uniunii, administraţiilor centrale, autorităţilor regionale sau locale, celorlalte autorităţi publice, celorlalte organisme sau întreprinderi publice din statele membre; se interzice, de asemenea, cumpărarea de titluri de creanţă, direct de la acestea, de către BCE sau de către băncile centrale naţionale.

21.1 Enligt artikel 123 i fördraget om Europeiska unionens funktionssätt är det förbjudet för ECB och de nationella centralbankerna att ge unionens institutioner, organ eller byråer, centrala, regionala, lokala eller andra myndigheter, andra offentligrättsliga organ eller offentliga företag i medlemsstaterna rätt att övertrassera sina konton eller att ge dem andra former av krediter; detsamma gäller ECB:s och de nationella centralbankernas förvärv av skuldförbindelser direkt från dem.
