The US had never recognized Canada's sovereignty over the arctic waterways and islands, and during WWII, American military operations in the North, undertaken with the full consent of Ottawa, had blossomed to such an extent that the federal government paid in full for every installation to ensure that the Americans would depart after 1945 (see ARCTIC SOVEREIGNTY).
