Provided are an apparatus and a method for controlling a sunlight tracking type independent lighting lamp which adjusts a location of a solar cell depending on weather conditions such as wind velocity, snowfall, or rainfall, can protect a battery from overcharging by controlling the voltage charged from the solar cell to the battery, can protect the battery from over-discharge by controlling the voltage discharged from the battery to a lighting lamp, and can simultaneously and constantly maintain brightness of the lighting lamp through constant voltage/constant current control.
