Udvidelsen får dermed også betydning for EU's forhold til tre stater, som på samme måde som kandidatlandene er en del af europæisk historie og civilisation, selv om de ikke på nuværende tidspunkt officielt er kandidater til at blive inddraget i den europæiske opbygning, nemlig Ukraine, Belarus og Moldova.
