Besides the Analytic Hierarchy Process (AHP), ISPRI makes use of two theories (or models) known to political scientists: the first is a systemic theory (the theory of political reliability) for which the length of time that a system lasts in time does not depend on one or more specific factors as much as the structural characteristics of the system itself; the second is the expected utility hypothesis which takes the resources of the actors of the system into consideration as well as the importance that they attribute to a certain solution to the problem that is being studied.

L'ISPRI, oltre ad utilizzare un approccio analitico gerarchizzato (Analytic Hierarchy Process - AHP citato), fa riferimento a due teorie (o modelli) note agli studiosi di scienza politica: la prima è una teoria sistemica (teoria dell'affidabilità politica) per la quale la durata nel tempo di un sistema non dipende tanto da uno o più fattori specifici, quanto dalle caratteristiche strutturali del sistema medesimo; la seconda è la teoria dell'utilità attesa che prende in considerazione, fra l'altro, le risorse degli attori operanti nel sistema e l'importanza che essi attribuiscono ad una certa soluzione del problema sotto esame.
