ما إذا كان من الممكن التأكيد بأن مشروع الوثيقة المتعلقة بإصلاح الأمم المتحدة، الواردة في مشروعي القرارين المذكورين آنفا، اعتُمدت بتوافق الآراء أم لم تُعتمد، أخذا بعين الاعتبار الإدانة الصريحة والتي لا لبس فيها للامشروعيتها وعدم الموافقة عليها اللذين أعربت عنهما جمهورية فنزويلا البوليفارية، وفقا لمفهوم المعنى الحقيقي لتوافق الآراء باعتباره ممارسة داخل الجمعية العامة، والاجتهاد الفقهي بشأن هذا المعنى؛

Whether it is possible to assert that the draft document on the reform of the United Nations, contained in the above-mentioned draft resolutions, was or was not adopted by consensus, taking into account the explicit and unequivocal condemnation of illegitimacy and disagreement expressed by the Bolivarian Republic of Venezuela, in accordance with the concept and doctrine of the real meaning of consensus as a practice within the General Assembly;

Si es posible afirmar que el proyecto de documento sobre la reforma de las Naciones Unidas, presentado a través de los proyectos de resolución antes mencionados a la Asamblea General, fue o no aprobado por consenso, tomando en consideración la explícita e inequívoca condena de ilegalidad y expreso desacuerdo manifestado respecto a este por la República Bolivariana de Venezuela, de acuerdo al concepto y la doctrina de Naciones Unidas sobre lo que significa el consenso en la Asamblea General.
