The confidence-building measures include the restructuring of the most senior echelon of the Ministry and the appointment to important high-level positions of people from differing political, regional and ethnic backgrounds; the selection of professional senior officers for the Central Corps, the establishment and implementation of a national military recruiting system that is open to all eligible citizens of Afghanistan, and the development of a plan for the merit-based selection of officers.
