“On historic occasion, as Ecuador embarks on a process of debate over a new Constitution and, with the opening of the Constituent Assembly, let me express my heartiest salutations to all Ecuadorians and to the government, and it particular the members of the Constituent Assembly, into whose hands today are entrusted the aspirations of a people that for many years struggled to bring about stability based on greater social justice and democracy.

“En esta fecha histórica, en que el Ecuador inicia un proceso de discusión de una nueva Constitución, y al instalarse la Asamblea Constituyente, quiero enviar un saludo muy cordial a todo el pueblo del Ecuador, a su Gobierno y, muy especialmente, a los integrantes de la Asamblea Constituyente, depositarios hoy de las esperanzas de un pueblo que por varios años ha venido luchando y buscando una estabilidad, una estabilidad en el marco de una mayor justicia social y de una mayor democracia.
