وقد تأخر تشكيل المجلس وعقد اجتماعاته بسبب عبء العمل الكبير الذي يتحمله العدد القليل من الأشخاص المختصين بهذه المسائل من ناحية والعبء الذي يتمثل في تنفيذ المهام الواسعة المتصلة بخدمة المجلس والتي تلقى على كاهل العدد المحدود من الموظفين العاملين بوزارة الشؤون الاجتماعية من ناحية أخرى.

The founding and convening of the Council has been delayed, on the one hand due to the excessive workload of the small number of persons who are competent in these issues and, on the other hand, the burden of carrying out the extensive tasks related to servicing the Council that would rest on the already limited staff capacity of the Ministry of Social Affairs.
