النوع الأول هو اتفاق إطاري "مغلق"، وهو اتفاق يُبرم مع مورّد واحد أو أكثر، وتُحدَّد فيه المواصفات وكل شروط وأحكام عملية الاشتراء، ولا يُفتح فيه أي باب آخر للتنافس بين المورّدين في المرحلة الثانية
