Following the recommendations made by the United Nations International Human Rights Committee ( # dd # ), the International Committee against Torture ( # ) and the European Committee for the Prevention of Torture, the Belgian Government asked for a working group to be set up and co-ordinated comprising members of the Justice and Interior Ministries, the Technical and Administrative Secretariat of the Minister of the Interior and representatives of the Local and Federal police services
