وقد أثبتت المراكز القائمة على المجتمع المحلي (مثل مراكز الاتصال) في البلدان المنخفضة الدخل والمجتمعات المحلية النائية، التي قد تكون فيها نظم التعليم مشوبة بأوجه قصور شديدة، أنها أدوات ناجحة في توفير التدريب الأساسي في مجال تكنولوجيا المعلومات والاتصال ورفع مستوى الوعي بفوائد استخدام شبكة الإنترنت(10).

In low-income countries and remote communities, where education systems may have major deficiencies, community-based centres (such as telecentres) have proven to be successful in providing basic training in ICT literacy and raising awareness of the benefits of using the Internet.
