The device is provided with a magnetic system comprising fixed permanent magnets, which are mechanically connected by means of a magnetic conductor and are designed in the form of discs arranged in a parallel position above the upper and under the lower lids of the body, and two current conductive discs which cover the upper and lower lids and are electrically connected to the shaft and the body.
