وينبغي لذلك أن يكون مصدر قلق واستنكار ليس من أعضاء المجلس فحسب، بل أيضا من كل أعضاء الأمم المتحدة، التي يتطلب ميثاقها من كل الدول الأعضاء أن تمتنع في علاقاتها الدولية عن التهديد بالقوة أو استعمالها ضد السلامة الإقليمية أو الاستقلال السياسي لأي دولة، أو بأي طريقة أخرى لا تتوافق مع مقاصد الأمم المتحدة.

That should be a source of concern and reprobation not only for the members of the Council, but for every Member of the United Nations, whose Charter requires that all Member States shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State, or in any other manner inconsistent with the purposes of the United Nations.
