Europe is also partly responsible for this situation, however, although this is not of course mentioned in the Commission's document. The blame lies partly with the ideology of out-and-out openness, which ought to have stimulated reforms and which, in reality, destabilises societies and increases tension; with the pro-immigration policy, which was to have reinvigorated society but which, in reality, increases the burdens upon it and leads to social disintegration; and with the euro itself, which has done away with internal currency fluctuations but has at the same time introduced new and different forms of rigidity that impair growth.

Mas, nesta situação, há também responsabilidades europeias, que evidentemente o documento da Comissão não refere: a ideologia da abertura total, que devia estimular as reformas e que na realidade desestabiliza as sociedades e aumenta as crispações; a política pró-emigração, que devia rejuvenescer a sociedade e que na realidade aumenta os seus encargos e a desintegra; o próprio euro, que suprimiu as flutuações monetárias internas, mas introduziu ao mesmo tempo novas rigidezes de outras naturezas que pesam no crescimento.

Men i denna situation finns även ett europeiskt ansvar som givetvis inte berörs i kommissionens dokument, nämligen öppenhet till varje pris, vilket skulle stimulera reformerna men som i realiteten destabiliserar samhällena och ökar spänningarna, den invandringsvänliga politiken, som skulle föryngra samhället men som i realiteten ökar belastningen och får samhället att falla sönder, och slutligen euron, som har undanröjt de inre valutasvängningarna men samtidigt tillfört en ny stelhet av annat slag som är negativ för tillväxten.
