The events of 11 September and the resulting international war against terrorism may turn out to have positive economic effects in Africa to the extent that: (a) it prevents, reduces, or puts a check on the activities of militant groups in unstable African countries; and (b) it creates an incentive for Western nations to be more involved in the economic and political development of African nations as a way to discourage them from providing safe-havens to terrorists.
