Αν είχε γίνει σώρευση των συμβάσεων ηλεκτροδοτήσεως και φωτισμού χωριστά για κάθε τοπικό οργανισμό (αν ο διαχωρισμός δικαιολογούνταν από γεωγραφική, όχι όμως και από τεχνική, άποψη), η αξία θα μπορούσε να υπερβεί το όριο των 5 000 000 ECU σε μία μόνον περίπτωση στην οποία μία προκήρυξη δημοσιεύθηκε πράγματι στην ΕΕΕΚ ως προς τη σύμβαση ηλεκτροδοτήσεως (30 000 000 FRF) ενώ η σύμβαση φωτισμού ήταν αξίας μικρότερης του 1 000 000 ECU και του 20 % του συνόλου ως προς τον τοπικό οργανισμό.

If the electrification and lighting contracts had been aggregated for each local entity separately (if separation were justified on geographical but not technical grounds) the value would have risen above the ECU 5 000 000 threshold in only one case - in which a notice was in fact published in the OJEC for the electrification contract (FRF 30 000 000) and the lighting contract was for less than ECU 1 000 000 and 20% of the total for the local entity.

Zouden elektrificatie- en verlichtingsopdrachten voor elke gemeente afzonderlijk zijn samengeteld (dus als er wel redenen waren voor scheiding in geografisch maar niet in technisch opzicht) zou de waarde in minstens één geval boven de drempel van 5 000 000 ECU zijn gekomen - en voor die gemeente is voor de elektrificatieopdracht ook inderdaad een aankondiging in het PB (30 000 000 FRF) gepubliceerd, waarbij de verlichtingsopdracht minder betrof dan 1 000 000 ECU en 20 % van het totaal voor die gemeente.
