জে ডাব্লিউ ট্রোটেন তাঁর বই 'ইন্ডিয়া আন্ডার ভিক্টোরিয়া'-তে এই গ্রন্থাগারের কথা উল্লেখ করতে গিয়ে লিখেছেন,"আসাম সীমানায় অবস্থিত ছোট্ট কোচবিহার রাজ্য একটি সমৃদ্ধ গ্রন্থাগার যা কলকাতার ছাড়া সারা বাংলায় আর নেই।
