Apart from reducing transport demand, Governments can influence the use of transport infrastructure by transport supply side measures, such as building more, larger and better transport infrastructure, by improving its maintenance, by allowing and/or promoting more efficient transport means and by enhancing infrastructure utilization through intelligent transport systems (telematics, organizational measures, such as peak load pricing, cargo consolidation, etc.) - ideally by a combination of these measures.

Les gouvernements peuvent, outre réduire la demande de transport, agir sur l’utilisation de l’infrastructure des transports en adoptant des mesures axées sur l’offre, notamment la construction d’infrastructures de transport plus nombreuses, plus grandes et meilleures, en améliorant leur entretien, en autorisant et/ou en promouvant des moyens de transport plus efficaces, en rationalisant l’utilisation des infrastructures par l’intermédiaire de systèmes de transport intelligents (télématique, mesures pratiques telles qu’une tarification spéciale aux heures de pointe, groupage des marchandises, etc.) et, idéalement, en combinant ces mesures.

Помимо ограничения спроса на перевозки, правительство может оказать воздействие на использование транспортной инфраструктуры посредством принятия таких смежных мер по предоставлению транспортных услуг, как строительство большего числа более крупных и эффективных транспортных инфраструктур, улучшение их технического обслуживания, разрешение и/или стимулирование эксплуатации более эффективных транспортных средств и активизация использования инфраструктуры при помощи интеллектуальных транспортных систем (телематики, таких организационных мер, как назначение цен за проезд транспорта в часы пик, консолидация груза и т.д.), причем в идеале эти меры следует сочетать друг с другом.
