Dies ist angesichts der Besonderheiten in Hinblick auf Durchführung und Rentabilität dieser Art von Investitionen (Fristen, Risiken) nicht ganz einfach; die Gemeinschaftsinstitutionen könnten aber einen beträchtlichen Beitrag hierzu leisten, indem sie die bestehenden Erfahrungen vertiefen, systematisieren und allen Mitgliedstaaten und betroffenen wirtschaftlichen und sozialen Akteuren zur Verfügung stellen; dies gilt insbesondere für Erfahrungen in den Bereichen:
