CARICOM States wish to pay special tribute to Malta, a fellow small island State, and in particular to the late Ambassador of Malta to the United Nations, Mr. Arvid Pardo, to whom we must give credit for the emergence of the concept that saw the ocean and its resources beyond the limits of national jurisdiction become the common heritage of mankind

Los Estados de la CARICOM desean rendir un homenaje especial a Malta, que también es un pequeño Estado insular, y en particular al fallecido Embajador de Malta ante las Naciones Unidas, Sr. Arvid Pardo, a quien debemos reconocer el mérito de haber planteado por primera vez el concepto de que los océanos y sus recursos, fuera de los límites de la jurisdicción nacional, son patrimonio común de la humanidad
